School Officials See Financial Benefit From Gambling

Jefferson County Schools could gain $4 million annually if table games expansion OK'd by voters.

CHARLES TOWN -- According to the West Virginia Lottery Commission, Jefferson County Schools stand to gain $4 million annually from Charles Town Races & Slots under the new funding formula passed by the Legislature.

The money could be used for capital expenditures.

Board of Education member Alan Sturm said how the board actually uses the money will depend on how “capital expenditures” is defined. He believes everything from building construction to building maintenance and computer purchases could apply.

“It can be interpreted broadly,” Sturm said, conceding it could not be used for teacher salaries or “consumables.”

Jefferson County Schools’ total annual budget is $85 million. And $4 million in additional funds for capital expenditures could free up monies now budgeted for buildings and maintenance, Sturm said.

“That can generate a lot of other funds,” he said.

That could in turn lead to an across-the-board salary increase for teachers, a measure the board has discussed in the past but has not committed to. Another positive measure from additional funding from lottery proceeds could be to reduce the school tax levy, Sturm said.

“It wouldn’t be a major tax deduction ... but it would be some relief,” he said.

Sturm said he would “never argue” with anyone who is morally opposed to gambling.

He also noted that board’s endorsement of table games is in no way a mandate to teachers to vote for the measure; it’s simply the board taking a stance on the issue, he emphasized.

“As a board member, I’m looking at it strictly from a fiscal point of view,” Sturm said. “And I see nothing but benefits for the county.”

What will we be doing next, adding a tax to cigarettes and beer to augment our schools budgets? Then we could put our children on street corners with signs begging people to smoke more cigarettes and drink more beer to show their support for education. Counting on a cut from table gamers & gambling addicts to pay our teachers is no different. We can't lie to our kids when they ask us to explain that by getting more people to gamble away more money it will provide more funding for education. I would rather pay more taxes to provide raises for our teachers. Has anyone researched how much more in taxes annually per household would provide as much as the millions people are dreaming of from gambling cuts? Maybe it's only $50 or $100 per year per household in taxes. I believe our teachers deserve this, even more in most cases. I'm sure the "dreams of millions" from gambling cuts are based on a robust economy and a good supply of "losers" (unlucky gamblers) visiting our county, not the realities of economic down cycles like the one we're in now. I am not against occasional gambling or Mr. Sturm doing his job with whatever revenue sources the School Board is provided, but this County has a very important choice in showing proper guidance and leadership to the next couple of generations.
